The Competing Roadmap — Two Sources of Truth Means Zero

Where does the real plan live when chat keeps generating plausible-looking versions of it?
What happened
During a planning conversation, Claude generated an updated roadmap in chat that diverged from the official CORE-09 platform blueprint. The chat version had different milestones and slightly different phasing. Both versions looked authoritative. Neither was clearly labeled as "draft" vs "official."
Root cause
No rule existed about where the plan lives. Chat is a workspace, not a filing cabinet — but it looks like one when the output is formatted.
What changed
Constitutional rule — CORE-09 is THE plan. Chat produces drafts. If a session generates roadmap updates, they go INTO CORE-09 during save progress or they don't exist. Never generate a competing version.
The lesson
In any AI-assisted system, the single source of truth must be explicit, named, and enforced. AI generates plausible-looking documents constantly — if you don't have a rule about which document IS the plan, you'll end up with three plans and no plan. This is change management 101 applied to AI workflows.
